“Non è razzismo, è praticità”: così si è espresso un rappresentante della Lega Nord sul nuovo tetto del 30 % dei figli e figlie di migranti nelle scuole dell’infanzia di Trieste. La bozza del nuovo “Regolamento delle scuole dell’infanzia” della giunta di Dipiazza è stata bocciata sonoramente dai rappresentanti delle comunità straniere a Trieste, dai rappresentanti del mondo scientifico e culturale e ora anche dalle circoscrizioni.
In una città da sempre multilingue (tranne che nel ventennio), multiculturale e multietnica, si vuole imporre una disparità di trattamento nei confronti di bambine e bambini basata sulla nazionalità. Esiste un diritto inalienabile all’educazione e all’istruzione dei bambini, che deve essere garantito a tutti e tutte senza alcuna forma di discriminazione. Ironico modo, da parte della giunta, di celebrare il 20 novembre, Giornata Mondiale dell’Infanzia e dell’Adolescenza. I regolamenti discriminatori non hanno solo conseguenze pratiche, ma incidono sull’immaginario collettivo. Servono per costruire negli italiani la non-identificazione con quella parte della popolazione considerata di Serie B, la dicotomia di un Noi ed un Loro sin dalla più tenera età, uno stigma, infine, che sfocerà nel considerare in “Loro” la fonte di ogni male. In questo modo viene configurato, passo dopo passo, un consenso sociale che porta ad accettare soprusi verso quella fetta di popolazione “di serie B”, a sgretolare l’empatia tra esseri umani, uguali, come già successo nella Storia. Storia anche della nostra stessa città, dove ottanta anni fa venivano annunciate le leggi razziali. Nessun regolamento può causare l’esclusione di bambini e bambine, straniere o meno, dalle scuole dell’infanzia, ricordiamo che esse esistono per garantire ai bambini e bambine “pari opportunità di educazione, istruzione, cura, relazione e gioco superando disuguaglianze e barriere territoriali, economiche, etniche e culturale.”(L.107). Lo sanno anche i sassi, ma non la giunta Dipiazza, che l’inserimento nelle scuole dell’infanzia è importante ed ha effetti positivi nella vita scolastica futura, nonché contribuisce a ridurre le differenze tra bambini nativi italiani e non nel percorso scolastico. La giunta inoltre dimostra con questo regolamento di non aver alcun interesse riguardo l’integrazione dei bambini e delle loro famiglie nel tessuto sociale cittadino. Le difficoltà reali create dalla barriera linguistica si affrontano fornendo strumenti e progettualità. Un colpo di scopa sotto il tappeto al grido “prima gli italiani”, non può che essere inutile, dannoso e violento, soprattutto se sotto quel tappeto ci finiscono delle persone. Non si lasciano i bambini a casa escludendoli da un diritto, si possono usare strumenti normativi che permettano compensazioni, riduzione del rapporto docenti e studenti nonché la presenza di mediatori linguistici e culturali nelle classi.
Il prevedere “l’insegnamento della religione cattolica quale principio fondante l’attività delle scuole per l’infanzia comunali”, inoltre, ci riporta in piena epoca fascista e non risponde ai valori costituzionali di laicità delle istituzioni, così come l’obbligatorietà del crocifisso nelle classi. Ulteriore perla di questo regolamento riguarda le sezioni con lingua d’insegnamento slovena per le quali non viene garantita la presenza di personale educativo ed ausiliario con conoscenza della lingua slovena.
Riscopriamo l’UMANITA’ e rigettiamo tutto ciò che è palesemente disumano e razzista: come anche i respingimenti dei migranti in mare, i CPR, il Decreto Salvini – Sicurezza e Immigrazione ed il suo precedente Decreto Minniti-Orlando, la criminalizzazione della solidarietà. Invitiamo le cittadine ed i cittadini a prendere posizione e a scendere in piazza con noi contro la Giunta comunale di Trieste che lunedì 19 novembre andrà a deliberare sul “Regolamento delle scuole dell’infanzia”

About apartheid as practicality
“It is not racism, it is just practicality” That’s what a representative of the party “Lega Nord” said about the new law that decrees a maximum of 30% of not-Italian children in the kinder garderns of Trieste and its province.
This law was rejected by the representatives of foreign communities in Trieste, the scientific and cultural world, and now also the ones of the circumscriptions.
In a city which has always been a multilingual, multicultural and multi-ethnic one, they want to ipose a disparity in the treatment of children based on their nationality. The is an unalienable right to education which ha to be granted to everyone without any form of discrimination. Pretty ironic, from the Giunta, to celebrate the 20th of November, the International Day for children and teenagers.
Discriminatory laws do not only have practical consequences, but stress in the collective imaginary the non-identification with the part of population that is consider not as important as the other part, the dichotomy of a “Us “ and “Them” since the very first years of school and common life. This stigma will, at the end, lead Italians to consider “Them” the reason for every thing that is not working in Italy, as well as configuring a general consensus for which Italians won’t react, if not will accept, the SOPRUSI on that part of our population and ruining empathy between human beings, wherever we come from, equal in being human beings, as it has already happened in history. A history hat is also shared with our own city, where 80 years ago the racial laws were announced.
No law could ever cause exclusion of children, being them foreign or Italian, from kinder gardens. Those exist to grant every children “fair opportunity of education and instruction, cure, relations and games, getting over inequality and territorial, economic, ethnic and cultural barriers.”.
Everybody knows – besides the giunta, it seems – that kinder gardens are important and have positive effects on children future scholastic experience, as they contribute to reduce the gap between not native Italian speakers and native Italian speakers in they scholastic course.
Furthermore, the giunta with this law show its disinterest in about children’s integration in the society and in the city’s texture. The true difficulties generated by linguistic barriers should be faced by giving the right means, through rejects and ideas. To push everything aside, acclaiming the slogan of “Italians first”cannot be anything else but useless and dangerous, overall when what you are pushing aside are PEOPLE, PERSONS AS YOU AND I.
Children should never be left at home depriving them of their own rights, what there should be are normative means permitting a compensation for not-Italian children, such as a reduction of the rate of students for each teachers, or the presence of cultural and linguistic mediator in the classes.
The oblige the teaching of catholic religion as a founding principle in the activities of kinder gardens, then, bring us back to the fascist era and does not hold the Constitutional values of laity of institutions, as well as the obligatory cross in every class. Last not least, in this law there is passage regarding the parts of our school system whose first language of teaching is Slovene: it will not be granted the presence of staff who speak Slovene.
Let us discover again our shared HUMANITY and disregard everything which is obviously inhumane and racist: bringing back migrants coming from the sea, the CPR, the “Decreto Salvini”, the criminalization of expressions of solidarity!
We invite you all to take a position and to come with us in order to show our disagreement and our rejection of this law, against the giunta comunale in Trieste, which on Monday the 19th of November will deliberate on “Regolamento scuole dell’infanzia”, the law we expressed.
